Police have arrested 19-year-old Thomas Foggy from 4700 block of North 4th St for the murder of Amissi Ndikumasabo, 41, and the attempted murder of his wife, Bintousoumaer, 45, during a robbery of the couple's North Philadelphia clothing store last week.Foggy, who lives a few blocks away from the store, faces multiple charges including murder and attempted murder.
Foggy turned himself in at police headquarters last Friday. An additional suspect remains at large.
