Officer Down

Philadelphia, May 3, 2008 – This afternoon a police officer, Sergeant Liczbinski (pictured, left), was shot in the Lower Northeast following a bank robbery. The officer was shot multiple times with a high-powered rifle. Mayor Michael A. Nutter, Police Commissioner Ramsey, FOP President John McNesby, Deputy Mayor Everett Gillison, and Managing Director Camille Barnett are at Temple University Hospital with the victim’s family, where the officer was pronounced dead.

“The City of Philadelphia and our family of Philadelphians have suffered a tremendous loss this afternoon,” said Mayor Nutter. “This loss of life of a fine Philadelphia Police Officer is just one more example of the senseless acts of violence that takes place here in our City. Attacks on Philadelphia Police Officers will not be tolerated.”

“I ask that we rally around his family, wrap our arms around them and keep them in our prayers. I want to extend my deepest sympathy to his wife Michelle and his children Matt, Stephen and Amber. They will need our on-going support as we grapple with what has happened,” said Mayor Nutter. “I thank Sergeant Liczbinski for putting his life on the line while protecting this great City. He has obviously made the ultimate sacrifice in serving his fellow Philadelphians. We all owe him a debt of gratitude.”

As a sign of respect Mayor Nutter has declared a 30-day period of mourning for Sergeant Liczbinski. During this period Mayor Nutter has requested that all City flags be lowered to half-staff for the next 30 days.

The Mayor is calling on the religious community to recognize tomorrow as a day of peace and to pray for Sergeant Liczbinski and his family.

New Crime Fighting Strategy

Three months ago Commissioner Ramsey released a Crime Fighting Strategy that put forth the Police Department's mission, values, goals, guiding principles and strategies to reduce violent crime.

The Police Department is making good progress toward achieving their stated goals.

Homicide is down 24%, shooting victims down 25%, Part 1 violent crime down 4%, the percentage of seized guns has gone up 3.5% and the homicide clearance rate (solved cases) is at 77.8%.

The statistics for Ramsey's nine targeted trouble making districts are even better still.

Homicide in these districts is down 40%, shooting victims down 30%, Part 1 violent crime down 7.5% and the percentage of seized guns is up 3%.

After a violent weekend that saw five fatal shootings, there have been no reported homicides from Mon., April 28 through Thurs., May 1.
